Minutes of the Special Meeting of the Trustees of the Sourdough Fire District
Tuesday July 7, 2009
The special meeting of the Trustees of the Sourdough Fire District was called to order at 7:30 p.m. Tuesday, July 7, 2009 at the South Third Fire Station. Present were Trustees Geddes, Kraft, Robertson, Rogers and Larimer. Assistant Fire Chief JD Engle and Kate Dinwiddie were present.
Public Comment:
There was no public comment.
Regular Agenda:
1. Staff presented the Board and public with the draft narrative statement for the FEMA Assistance to Firefighters Fire Station Construction Grant. Staff had met with members of the community three times since the last Board meeting to develop the grant proposal. Staff and the Board graciously thanked the community members for their hard work and dedication to finish the grant application within such a tight timeframe. The members of the public and staff developed a proposal for a new 13,326 sq. ft. fire station to be funded 50% by the grant and 50% by a new mill levy for a total project cost of $2,995,780.00. Member Rogers and Robertson asked questions on the size and cost. Dave Seabury and Dave Tippett responded that the grant had certain requirements that increased the cost and that the size was based on the ability to have two full time crews at the station to immediately respond to calls. Member Robertson questioned the assertion that the community would support a mill levy. Dave Tippett responded that he had talked to members of the community and that he felt that assertion was accurate. Public comment followed. Ann Van Balen stated that she believed in order to pass the mill levy, there would have to be a public education process and she volunteered to help. Kraft moved to apply and submit the grant application as written. Geddes seconded. Motion was approved 4-1. Robertson voted no.
2. Member Kraft introduced the item regarding the purchase of school property adjacent to the District’s existing property. Terry Threlkeld, Dave Kraft and Dave Tippett met with Bozeman School Assistant Superintendent, Steve Johnson, to discuss property options. Mr. Johnson told Kraft that the School was not interested in granting an easement but it would consider selling 1-2 acres to the Fire District for the appraised value. Kraft stated that Mr. Johnson could put the matter on the School Board agenda for July 13, 2009. Board discussion followed. It was noted by the Board and the public during public comment that the decision by the School to even consider selling the property was a big step since they were unwilling to do so in the past. Dave Tippett stated that this was a great time to start the discussion and take advantage of this opportunity. Member Kraft moved to begin the process with the Bozeman School District to purchase property adjacent to the District’s existing property. Geddes seconded. Motion was approved 5-0.
