SOURDOUGH RURAL FIRE DISTRICT MINUTES

The Regular meeting of the Sourdough Rural Fire District was called to order at 7:40 P.M. by Chairman Dave Kraft.  Present were Trustees Dayhuff, Bachman and Larimer.  Absent was Geddes.  Also present were Chief Crandell, COC Rose and Engineer Threlkeld.  Six members of the public were also present.

 

Agenda Review:   Public comment will be heard following the consent agenda.

 

Consent Agenda:  The February Financial Report was presented.  Dayhuff moved for approval and payment of warrants > $500.  Bachman seconded.  Motion passed without objection.

 

Public comment:  Public comment on SFD facilities needs was received in form of an open discussion between the trustees and the 6 members of the public.  Concerns and discussion ensued regarding meeting notification procedures, which consist of a legal notice in the BDC, posting on the SFD web site and station door at least 48 hours prior to the meeting. New facility configuration and design was discussed, in context with site restraints of size, shape, septic and well location.   Station placement was discussed, including alternative sites in the vicinity of Nash Road or southwest of current location.  Response distance, Bozeman annexation and costs were considered.  Future mill-levy election is all but assured, with dates to be determined.  An informational mailing to each district registered voter will be conducted.

 

Regular agenda:  The January minutes were presented.  Bachman moved for approval, Dayhuff seconded; Motion passed without objection.

 

Community Outreach Report:  Kandy Rose is planning a number of spring home owner meeting outreach sessions, along with CERT group meetings.

 

Chief’s Report:   The Chief’s report was presented and included in the record.  The run report for the calendar month of January reflected 34 runs, including:  SFD: 8; RAE 16 and Both: 10.

 

Unfinished Business:  Continuity of Governance – continued.

 

District Assessment:  The trustees agreed by consensus to convene a Special Meeting for the purpose of reviewing a resolution (to be drafted by counsel) for the purpose of a Mill-levy election.  The meeting notice will be published and noticed as required.

 

New Business:  Staff resource discussion continued until the March meeting.

 

There being no further business, the meeting was adjourned at 10:10 PM.
