Minutes of the Regular Meeting of the Trustees of the Sourdough Fire District

Monday June 16, 2008

The regular meeting of the Trustees of the Sourdough Fire District was called to order at 6:06 p.m. Monday, June 16, 2008 at the South Third Fire Station.  Present were Trustees Geddes, Kraft, Larimer, Robertson and Rogers. Fire Chief Crandell and attorney Kate Dinwiddie were present.

Work Session:

Continuity of Governance and Operations.  Attorney Kate Dinwiddie provided an information packet to the Board and discussed the legal issues supporting a continuity of governance and operation plan.  Fire Chief Crandell answered questions from the Board and provided input from a staff prospective. Continuity of government refers to the continued functioning of constitutional government under all circumstances. Arrangements for the continued operation of the fire district in the event of an emergency or catastrophe are specified in relevant statutes, the adopted governance policy, the District bylaws, position descriptions and the District’s operational plans. There was no public comment for this item. Board discussion followed.  Geddes moved to add two new Articles to the Board’s bylaws that would address Continuity of Governance and Continuity of Operations.  Rogers seconded.  Motion was approved 5-0.

 

Presentation and Discussion on the January 22, 2008 Fire.  Fire Chief Crandell presented a slide show to the Board illustrating the particular circumstances the firefighters experienced on the January 22, 2008 fire.  Fire Chief Crandell then presented a video of a study showing the effects of wind/air on a structure fire. Board discussion followed.  No public comment.

Public Comment: 

Both written and oral comments were received from Al Wagoner regarding the Fire Chief’s Report.

 

Consent Agenda:

Geddes moved to approve the consent agenda.  Robertson seconded.  Motion passed 5-0.

 

Regular Agenda:

1.            Discussion continued on reimbursement of volunteer member expenses.  Board discussed reimbursing costs including but not limited to: family care, gas expenses, and meal allowances.  Member Geddes is interested in providing reimbursement to volunteers in amount between $5000.00 - $10,000.00 total. Perhaps RAE Fire Service Area would be interested in providing similar reimbursements to its volunteers.  Board discussion followed. No public comment.  No final decision was made.

2.            Fire Chief Crandell presented his Operations Report.  Board accepted the report.  Discussion followed. There was no public comment for this item.

3.            There were no new Trustee activities presented.  No public comment.

4.            The next Board meeting will be held on July 21, 2008 at 7:30 p.m.
