Minutes of the Regular Meeting of the Trustees of the Sourdough Fire District
 
Monday, August 20, 2007


The regular meeting of the Trustees of the Sourdough Fire District was called to order at 7:35 pm Monday, August 20, 2007 at the South Third fire station. Present were Trustees Dayhuff, Geddes, Kraft, and Larimer. Chief Crandell joined the meeting at approximately 8:30 pm. Trustee Geddes acted as secretary.

 
Agenda review: No changes to the posted agenda were made.
 
Approval of July Minutes: Geddes moved to approve and Dayhuff seconded. Passed without objection.

Consent Agenda:  Financial Report was presented. Geddes moved to accept and to pay warrants > $500.  Larimer seconded. Passed without objection. Trustees Larimer and Dayhuff asked that the Financial Report be made available a week before each meeting. Trustee Geddes will follow up with district bookkeeper.
 
Chiefs Report: Chief Crandell’s electronic report was presented and the accepted.
Community Outreach Report:
COC Kandy Rose gave an update on her work with several different neighborhood network group, e.g., Lazy TH and Greenhills.
 
Budget Resolution:
 
Dayhuff moved and Larmier seconded Board Memorandum to submit the FY07-08 departmental budget to the Gallatin County fiscal office. Passed without objection.

 
Public Comment:
At 8:00 pm Chairman Kraft opened the meeting to public comment.
 
Joby Sabol addressed the board on behalf of Potter Clinton development and the Wallace family. The Wallace family is seeking to develop a parcel of land in the district under a family transfer exemption. Significant confusion exits as to the planning process; regulatory requirements stipulated by the Gallatin County planning office; and the role of the department. Mr. Sabol outlined his perspective and sought relief from the board. Terry Threlkeld, of Innovative Engineering represented the district and provided clarification and advice. Discussion followed. The board took no action. Trustee Larimer will follow up on this issue.
 
District resident Al Wagner addressed the board on behalf of the “Sourdough Fire Department Study Group,” (henceforth the “SG”). The SG asked questions regarding alternative plans for the construction of a new fire station at the south third location. The board offered interim an update and as promised at the July meeting, will have a more detailed presentation ready for the September meeting.
 
Members of the SG ask questions re: the department’s use of city fire hydrants. Chief Crandell responded. Members of the SG again requested “automatic response” from the Bozeman Fire Department to all structure calls in the Sourdough District. Trustee Geddes recounted his meeting with Bozeman Mayor Jeff Krause specifically addressing this issue. Geddes again explained SFD’s policy re: mutual aid and the difference between rural and urban fire fighting.
 
Two member of the SG then accused the board of failing to produce requested documents in a timely manner and of fabricating documents. The board is satisfied that Secretary Bachman has produced all relevant documents and objected vigorously to allegations of fabrication. Trustees Geddes demanded proof of the allegation. None was forthcoming. The two SG members became disruptive and Chairman Kraft closed public comment and adjoined the meeting at 9:21 pm.
 
Submitted for approval at the regular September meeting.
